Summary The Bureau of Indian Affairs, Office of Human Capital Management (OHCM), Center of Recruitment - Anadarko is looking for a Supervisory Human Resources Specialist to manage and guide the Recruitment and Placement team. In addition, the incumbent will serve as an advisor to Indian Affairs leadership within the areas of recruitment and placement. This position is located in Anadarko, OK. Responsibilities Performs supervisory tasks such as assigning work based on priorities, selective consideration of difficulty, the requirements of the assignments, and the capabilities of the subordinates. Develops procedures and guidance materials for subordinate employees. Conducts job analyses for professional, administrative, clerical and technical positions. Identifies category rating criteria; develops vacancy announcements; rates and ranks candidates; issues certificates; sets pay and oversees the hiring and processing of selected applicants through entrance on duty. Ensures the compliance with Merit Promotion Plan, Departmental and OPM Guidance, and other regulations. Reviews justifications and writes up HR analysis on findings of requests for recruitment incentives, superior qualification requests, Intergovernmental Personnel Actions (IPA), and other regulatory personnel requests. Conducts reduction-in-force by auditing personnel records, employee rights and offers, severance pay entitlement, preparation of employee notices and grade and pay retention. Requirements Conditions of Employment Qualifications GS-13: To qualify at the GS-13 grade level you must have one year specialized experience at or equivalent to the GS-12 grade level performing ALL of the following: 1) Performing job analysis and posting vacancies using an automated staffing system, such as USA Staffing; 2) Providing guidance to management on a variety of recruitment authorities and techniques to attract well qualified job applicants; 3) Training fellow HR Specialists and HR Assistants on staffing policies and processes; 4) Providing input on standard operating procedures; and 5) Reviewing personnel actions. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
