About the Position: Serves as Contracting Officer responsible for the full range of pre-award and post-award functions for a variety of high-dollar, complex service, construction, supply, and utilities contracts, including price/cost analysis, negotiation, administration and termination in support of installation and tenant activities.

Responsibilities

  • Serve as a warranted Contract Specialist within the delegated authority for pre and post award contracting/procurement requirements.
  • Serve as a warranted Contract Specialist and Business Advisor to TRADOC, IMCOM, ASC and other Fort Sill customers.
  • Serves as lead negotiator during multi-disciplined government contract/procurement negotiations.
  • Guide the full range of contract/procurement management actions required for the execution of assigned acquisition actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary duty (TDY) travel up to 20% of the time.
  • This is an Army Acquisition, Logistics, and Technology workforce position.
  • This position requires Level II certification in Acquisition Career Field ?Contracting? or the incumbent must be able to obtain certification within 24 months of appointment.
  • You must be able to obtain and maintain a Secret security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Must submit Transcripts

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Please note: Transcripts must be submitted at the time of your application. Failure to do so will result in an ineligible rating).

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served in an equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement listed above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Experience performing pre-award or post-award procurement functions involving complex contracts. 2) Evaluate cost analysis to conduct negotiation of contract prices, terms and conditions. 3) Plan and implement contractual regulatory guidance and processes for the procurement of goods services.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
